Lookin for info about what counts as change in circumstances ?

    Hi all,

    Have a bit of a problem I was hoping someone might help with.

    Basically I'm trying to find some details on what counts as a change of circumstances for the student grants.

    I received the special top up rate last year and was hoping to receive it again this yet however my mums income is over the limit for this top up when based on 2011.

    However, her rent allowance has been reduced since 2011 by about €100 a week and with this new rate she does fit under the limit.

    I thought that this was a valid change of circumstance as she now receives €100 less each week than she did in 2011.

    However I called my county council about this and they said this is not a valid change of circumstance, they said a reduction is not enough that it would have to be a change such as having the allowance taken away altogether.

    I know the decision lies with them but to be honest I'm so worried now because I really need this top up so I just want to look into it as much as possible to see if there's anything I can do about it.

    I've had a look online and have found that there's not an awful lot of information on what constitutes as a change of circumstances, just found

    " a) the candidate's reckonable income, within the meaning of Clause 4, which is likely to be permanent (i.e. likely to obtain for the duration of the approved course or for the foreseeable future)"

    And

    " However, if you or your family have had a change of circumstances since the beginning of 2011 that is likely to be permanent, then your eligibility for the grant may be assessed to reflect those permanent changed circumstances. For example, if your parents experience a permanent change in income level (through reduction in working hours, unemployment, etc.) ".

    Any help at all will be so appreciated!

    Bump.... Jus wondering if anyone can help.. Just got word I've got my grant but not the special rate top up because my mums income was €150 more than the limit for 2011....

    Since then her rent allowance has been halved and this would obviously bring her under the limit but for some reason the co co won't count this as a change in circumstances?

    They say it would only count if she actually had it removed altogether
