Just wondering what the situation would be if you were on say point 3 on the scale for a certain job in a vec and got a promotion to a more senior but similar job (with a different salary scale) in the same vec.
What point on the new job scale would you start on?

Moving from teaching to administration? Like EO or CEO?

I don't know about this specific example, but the normal procedure in this kind of circumstance is that you would be placed on the lowest point of the new scale that is not lass than the salary you were previously on.

So, for example, if point 1 on the co-ordinator's scale was between points 2 and 3 of the resource person scale, and point 2 of the co-ordinator's scale was above point 3 on the resource person scale, then a person who was on point 3 on the resource person scale would be placed on promotion onto point 2 of the co-ordinator's scale.

You should check with the personnel section what they intend to do first and if you're not happy that, contact your union to check if it's all above board.
