When I was getting my car ready for it's NCT I noticed the brake fluid bottle has a top on it with a sort of small floating white type dip stick in it. I can press this down easily with my finger and it bobs straight back up. My question is am I missing a cap for the bottle that should fit over this dip stick?

Can't understand from your post but the fluid should not be open to the atmosphere.
The caps often have a rubber section in the middle which has a float under it. You can push this rubber section to test (by feeling the float go down) if there is enough fluid in the system. You should have to unscrew the lid to actually see the fluid.
