Bottom bracket cup tightening, help- I have forgotten cycle maintenance

I picked up a S/H claude butler cape wrath. Theres a minor issue with it where it clicks when I push hard on the pedals, otherwise it looks new.
I tried the sheldon brown trick of pulling the crank into the seatpost with both hands and sure enough it clicks on the right crank.
I take it this means I must tighten the right cup. I have a halfords bike tool kit, it has a spline tool and crank extractor.

As its been almost 20 years since I've been intimate with a bottom bracket bearing, I 'm kind of unsure on what do do next.

Do I break the chain ? or just drop the chain off the inner ring and remove the chain ring set ?

Do I only need to tighten the side it clicks on ?
How tight is tight enough? should it freerun if I spin it by hand ? should I feel slight resistance as I turn it?

My other bike a hybrid commuting bike (1000KM since new) has similar woes no click, but it squeals like a bag of mice as I crank . Same issue?

The cape wrath came with double sided SPD pedals which I fitted but these seem stiff, is that the way they should be ? If I clip out the pedal stays in the same orientation so clipping in is straight forward.

The commuting bike has PD-324 pedals (single side SPD, with normal bear claw on other side) would these be better on the Cape wrath, and I could put the double side spds on the hybrid commuter. Mountain biking is new to me.

    thanks nj
