Hurling Championship Quarter Finals - Open Draw or Not?

Wonder could anyone give me a definitive answer.

Once the provincial final losers are known (say KK and Waterford) and the winnners of Phase 3 of the Qualifiers are decided Saturday (say Clare and Cork), is it an open draw completely or would KK and Waterford be kept apart no matter what?

Also can there be repeat games - eg could Clare get Waterford again?

No one seems to know for sure, it would be nice to get some clairty on the situation....

The beaten provinial finalists will be kept apart.

    Kilkenny can play Cork/Wexford/Clare/Limerick
    Waterford can play Cork/Wexford/Limerick
    Tipperary can play Wexford/Clare

So no repeat games either right?

id imagine if Limerick and Cork win and Tipperary lose the munster final than there has to be an open draw in the Quarter Finals becasue Tipp played both Cork and Limerick all ready.
