Sword and sorcery tv series early 80's.

    I'm wondering if anyone can identify this,i'm pretty sure it was part of a tv series though it could have been a film.My memory is very hazy on it but here gos.There were two armys facing each other about to go into battle,one led by a king come wizzard who I think was the villian.The king summoned a dragon,who you only saw from the neck up,I think he was supposed to be looking out from over a hill.The king would point his sword and wherever he pointed it the dragon would breath flame so the king was pointing it at the rival army cue shots of soldiers all on fire and running away.There was a boy in it too who I think was the main character and somehow he got hold of the sword and pointed it at the king cue bad guy was toast.It's quite vague but I wonder if it rings a bell with anyone
