I have done my leaving again am sure I still didn't achieve the points, can I still apply for a PLC after the results come out.

It's still an option yes, but apply as soon as possible instead of waiting until the results come out.
Chances are that the places are all gone in the PLC with it being nursing, so you'd be added onto the waiting list. Say people decided not to accept the PLC after the results, you'd be next in line.

It's why I'm suggesting apply for it now, then again I'm sure it'll all go fine and you'll get what you want. :)
