I went to France last month. The hire company supplied one vest and a triangle. I was told that if I brought the car into Spain I would need to have a vest for each passenger as well.

Any ideas if Hertz's/ Avis supply the breathalyser or do I buy one here/there? Emailed Avis and no answer yet!

http://www.amazon.co.uk/Breathalyzer-France-Certified-French/dp/B007G4YX9M You'll need two of these for France. They're in short supply over there at the moment, but maybe if you send an email to your car hire company, they will keep them on order for you.
I'd advise getting the hi vis vests here, they're cheap for a family pack of 4 in tesco, or give the RSA a call and see if they'll send you on a few free ones.

I understand there is a 'cooling-in' period for the breathalyzer so wouldn't worry too much about it for this summer. If you're paranoid about being compliant, you only need the disposable (single-use) units which I think should cost no more than a few euros each. They're the ones with the crystals which change colour, do not buy the (very) expensive multi-use electronic unit.

Hertz supply the hi-viz jacket in a transparent package and it must be kept in the saloon so that in an emergency you can put it on before you get out of the car. I expect the other main companies do the same.

I wouldn't get too wound up by websites which ream off things you need when driving in France, I've never even been asked to show my passport coming off the ferry and when driving a hire car the cops never bothered me.

In most western countries the cops don't bother much with hire cars since they know you must have a valid driving licence or the hire company wouldn't have given you the car and as a hire car there is no issue with insurance. As long as you stay within the speed limits and observe traffic lights, you won't have any problems with the cops driving in France.
