    My (semi) facetious contribution:
    To help with your suggestions, there are four areas that have the most impact on road safety:

    Education Measures, (Explaining and teaching road safety to road users).

    Helmets and hi-viz are not the be all and end all of safety, behaviour is if anything. Educate people to behave better.
    Engineering Measures, (Building roads and vehicles more safely).

    Cycle lanes are not the be all and end all of cyclist safety, all too frequently they are the complete opposite. Promote sharing of the roads.
    Enforcement Measures, (Policing those who refuse to behave safely on the roads).

    Hang them, hang them all. Hi-viz hemp ropes for the cyclists, obviously.
    Evaluation Measures, (Examining what has worked or failed to improve our strategy).

    A sound clip on the ear for the RSA, the AA, road engineers, etc. Make them all sit in the corner and think about what they've done while people with a clue and a broad mind take over for a while.

    Missed this thread while I was away. Am currently composing my submission. Have included this:

    "Don't penalise cyclists by introducing mandatory helmet laws, penalise those who put the cyclists in danger. The response to an increase in knife/gun assaults isn't that more people are advised to wear stab/bullet proof jackets, why is this so often the case on the roads?"

    Paraphrasing - read it recently elsewhere, wish I could credit the source.

    I would assume that if you had children (or yourself!) who cycled on Irish roads you would want them to be as safe as possible and if that means wearing a bike helmet, then im all for it. Its a know brainer to wear it as far as im concerned. Was in Aus recently and the mandatory wearing of helmets has NOT put off cyclists as reports sugest. You will, as a pedestrian get hit by a bike if you dont move fast enough over there. Bad for pedestrians but least all the cyclists have head protection. I know if you get hit by a car/truck or bus while on a bike chances are you are a gonner anyway but im not taking any chances, practice safe cycling and put a helmet on.
