I had way bigger imbalance but still within the limit (less than 30%) on my last NCT.
My brakes were nearly new. They were tested 2 weeks earlier on the same kind of equipment as NCT has, and result was nearly perfect (imbalance less than 2%).

Since then I wouldn't trust NCT if their equipment is properly calibrated.

Passing the NCT doesn't mean that your brakes aren't worn either, your regular servicing will tell you the condition of your brakes. They ideally need to be adjusted at least.

I would never use an NCT readout as the basis of a decision to replace my brakes.
The only way to know is to have a look at them.
How do the pads and discs look? Brake hoses OK? Brake fluid changed recently? Are the calipers sticking?
That's the only way to know.
