Not sure this is the right thread for this issue but I was wondering of someone could elaborate on the issue above: do foreigners still need to register at the garda station like before even european union citizens? thanks

Non EC, EEA and Swiss citizens must still register with AGS and receive a GNIB card, see here http://www.citizensinformation.ie/en/moving_country/moving_to_ireland/rights_of_residence_in_ireland/registration_of_non_eea_nationals_in_ireland.html
