Faulty Gas Regulator?

    I just got this gas regulator but I'm not getting it to work correctly.
    My goal is to keep gas at around 12psi.

    I crank the gas on, (green text on right).
    Gas flows and the spindle on the readout on the left goes way up to 60.
    Now, i believe I should be able to turn the brown plastic dial (yellow text on left) down to the PSI that i desire. But i find no matter which way i turn that dial, it makes no effect on the output, the spindle stays at 60.

    As an attempt to work-around I am able to turn the main dial on the right, toward the "close" position, and can just about find 12 psi, but it's not accurate and doing so would render that brown control redundant.

    So I am correct to presume the regulator isn't working?

    Thats an American regulator, I would advise buying an adjustable HP propane regulator that will allow you to control the flow much better.
