I have a 00 1.4 vvti corolla. The car was running rough and hesitateing when i accelerate. I pulled out the plugs and there was oil on the threads!
I rubbed them clean with a cloth put back in.
The car is running better now.
    Has anyone experienced this before?

The cover gasket is gone. Just change it.

If the oil was only on the threads the chances are, as above, that the rocker cover gasket is leaking and the oil got on the threads as you removed the plugs.

Sounds from your description like your plugs need changing anyway.

I only have the car 6 weeks. Plugs were changed the day before i got it. Il get a new rocker cover gasket and plugs then see what its like to drive. Its really down on power now and check engine light is on.

There was a short block recall issued so it should be fixed.

If the engine management light is on there is a fault code stored in the ecu, get someone to read the fault codes and go from there, oil on the threads of the spark plugs wont cause poor ruunning

Just in case this helps. I have same year and model. It is an oil burner but ok once you keep an eye on it. I haven't had that issue with sparkplugs but mine has a faulty 02 sensor and runs rough and hesitates for first 1/2 mins and then settles down.

The 02 sensor will have been damaged by the excess oil consumption, your cat will be next to go if it hasn't already.

    Dirty petrol? How?

I've seen some threads in the past regarding quality of diesel/petrol, and can't see the problem. People claim that maxol one is better, or applegreen, or <you name it>
It is only a matter of time when someone comes in and claims since he switched back from airtricity to esb, his kettle boils the water faster...
Most of the people tank their regular cars with regular petrol/diesel regularly at well known petrol station, and none of their problems come from dirty petrol....

Have a mechanic check the voltage outputs from the 02 sensor to make sure its working. Check and see if theres a fuse for the sensors heater circuit and see if its blown.
