Kays florists in Eyre Sq centre and Evergreen florists on St. Francis Street (past GPO)

Don't know of anywhere that incorporates both but depending on what you're looking for you could try the €2euro shops for cheapo party ware.

Actual party shops, I'd say try the joke shops (one over the body shop and one beside the dew drop inn. Also Mazs Mascarades at the back of the kings head.

mezs masquerade have really quirky party gear all different themed stuff don't know bout delivery <phone number snipped, use www.mezscostumes.ie>
