What does this mean exactly? For example if a house is on sale for 210k and someone offered 170k for it - could this be acceptable? Or do they mean like they'd accept an offer of 10k less or something?

It depends on how much the house is worth. Some marketing strategies operate by asking a low price to encourage interest and then try to drive the price up. Others ask over the odds and then discount down according to the level of interest.
What a bidder has to do is examine comparable houses and work out what a reasonable price is. If they are prepared to pay in that region they then have to make bids and play up their strengths to get the best deal.

An offer of 170k is quite acceptable, its up to the buyer to decide is it a fair offer, the agent will say its worth x.Their might be 2 or 3 people bidding on a house,so offers go back and forth,
The agent might say offer x amount and the offer will be accepted.
NO one said its easy to buy a house.Look on daft ie, 5 similar houses ,in the area, then you know the average price.
This reduces your chances of overbidding. You might pay abit more ,for a house with a new fitted kitchen, or a large garden,or 4bedroom house.
or you might be up against another bidder, who , is prepared to pay more than average.
The worst thing that can happen is agent will say bid is too low.bid is refused.
so what.IN most areas theres plenty of houses ,for sale.
