Building on re zoned land

    Hi all
    where we live is on the verge of a small village we live in a detached house which we built and the husbands father gave us the site to build on.

    There is a field out the back of us who the father in law once owned but was compelled to sell it to council with the intention of been sold to the council for old folks homes but this never happened and now it looks like it never will as this site is to be sold off in the near future to a nama like agency who will then decide what to do with the site to re sell it or whatever they want

    Any way when this field was sold there is a patch of it not sold about 60 metres x 80 METRES that was left in the father in laws name and recently he has put it into our name.

    The only accessible route to this patch is through our garden. which is about 1/3 of an acre.
    I own a few horses and i was thinking of building a sand arena on this area a 20x 60 m arena
    There is no other way into this area other than through our garden.

    So my question is can we build an arena on this area .
    My husband is a bit dubious and fears that in a few years after us spending 16k or more on the arena we might be told to dig it up.

    Any ideas advice would be greatly appreciated !!

    From SI 600 of 2001, exempted development.
    CLASS 10

    The erection of an unroofed fenced area for the exercising or training of horses or ponies, together with a drainage bed or soft surface material to provide an all-weather surface.

    1. No such structure shall be used for any purpose other than the exercising or training of horses or ponies.

    2. No such area shall be used for the staging of public events.

    3. No such structure shall be situated within 10 metres of any public road, and no entrance to such area shall be directly off any public road.

    4. The height of any such structure shall not exceed 2 metres.
