Not quite sure, but certainly not from the census which cannot be accessed for anything beyond statistical analysis under the statistics legislation.

Some interaction you had with your local government authority perhaps? Waste charges, that sort of thing?

I know this thread is a bit old, but the information I give is useful.

At various times, certain council people (various in each councils) will come to the address and look to see who is living where to update the Voting register and submit the revise Voting register to the Courts. It could be a house collogue or some one nearby or in the locality who put you on. I put my House Mate name forward for the Voting register when they called last year. I forgot to tell him and when the referendum came he wondered how he managed to get a vote at the house. He was quite happy to drive 100kms to his Parents home place to vote. I save him the fuel costs. How environmental conscientious I was . I did not need to prove he is an Irish Citizen. He writes his name in Irish and a letter was in the Hall door with his name on it to prove address.

    For All those Living here:
Every body (Citizen or Not) are allow to vote in council elections.
EU Citizens Living here are also allow to vote for EU Elections here.
British Citizens living here are allow to vote in the Dail Elections,
and Only Irish Citizens are allow to vote in all Elections held in their constituencies and Irish Referendums for any change on the Irish Constitution.

Yes, I got signed up by my girlfriend. Too bad my name was misspelt on the polling card.
