    Well Im typing in word so not photo shop. Not sure what css is?

    In Word, not really. The best you could do is use the "Insert Shape" functionality to put in rounded rectangles, then use the "Send to Back" to put text in front of it. Word isn't really a suitable tool for it tbh

    Can you type over an image in word? If so you could do it up in an image editor and import it that way.

    Just use an image / clip art of a very similar shape to the text box you want and position it where you want on your page, then make a seperate text box and size it to be near enough that of the internal of the pic you want your text box to be, type what you want in that one and just drag it over the pic you put in at the start (ensure actual text box has no background colour or outline.).

    You can create this shape using Autoshape/ basic shapes.
    Then select and right click choose format shape. Change the line style to double lines.

    You would usually use DeskTop Publishing (DTP) software for that sort of document as it allows much more fine control over where text and art is placed.

    That would be MS Publisher or a free alternative like Scribus for light work.

    (For professional level daily work, like a brochure or magazine you'd use pricey software like Adobe inDesign or maybe Quark. But this is the software design forum, rather than graphic and print design. )

    Select the text, then select the Borders tool. You can set double-line borders, won't have the corners though.
