Check the cables are in correctly, shutdown and restart.

Update the pc of the restart does not work and make sure your drivers are up to date

How are your mouse & keyboard connected? (eg USB, Bluetooth, PS/2)

Have you got your desktop hooked up to two displays (ie a monitor and a tv)? Does the output on the monitor look normal?

What kind of connection are you using to connect to the TV?

What graphics card are you using? Have you updated your drivers?

You can use start, programs, acessorys, onscreen keyboard, for the moment.
Most pcs, have a ps2 ,old keyboard interface,
    http://www.webopedia.com/TERM/P/PS_2_port.html
    6 pin round interface,
chances are if you plug a ps2 keyboard in ,it,ll work,
    same for ps2 mouse.
you can buy a ps2,to usb unit .
my friends pc,the drivers for usb keyboard ,windows xp,were deleted,
i downloaded them, copied em into the keyboard folder.
    keyboard worked again.
go to control panel, system, hardware, device manager,
    is there any drivers missing.
    you,ll see a yellow logo,triangle.
do not plug in ps2 device when pc powered on.

mouse,ps2, keyboard ,ps2 will be marked with icon.
plug mouse only into mouse ps2 port.
a PS2 keyboard is 5 euro, ps2 mouse 2 euro ,you might get one in 2 euro shop.
