Why do we need a treaty?

I read the handout by the referendum commission.
Why do we need a referendum or even treaty to tell governments how to manage their money properly?
Why all this money spent on a referendum for a bit accountancy?
All Enda Kenny has to do is sign a bit of paper in Brussels saying the Irish government will abide by the rules and then bish bash bosh - job done and lots of money that would have been spent on a referendum put to better use.

Not knowing a whole pile..it seems the government are being transparent in letting the country vote on it.

    Thats good in my eyes.

Not saying what my vote will be

The government is in a tricky position. If they just ratify it which some commentators believe was legally possible there would be a lot of blow-back from the no side and probably court challenges. A referendum is more expensive but will probably work out best.

I can't help but notice that people who were screaming for a referendum have now moved the goalposts and are now saying the whole thing is pointless because of Greece and France. And I get the feeling the goalposts can be moved again if necessary.

To answer the OP's question honestly unlike some of the answers offered.

We need a referrendum because the AG of the country decided we needed one to make this amendment to our consitution legal.

Essentially yes. Although I feel there was a certain degree of fence sitting by the AG. Scofflaw said in this thread :

"Well, no, it is about the budget limitations. Even though we've agreed them in an EU context, the fact that we're agreeing them in a different context means they require a referendum just as much as they would had we never agreed those same limits with the EU."

The "agreed them in an EU context" refers to Maastricht. HTH!
