I have a 99 1.3 Daewoo Lanos to keep me going over the smmer and it has started to run a bit rough. I noticed that there is excess oil in the car and the cable below is broken.

    1) What is the cable and is it an easy swap? (Mine is not as fancy)

    2) If i loosen the sump nut let some oil drain will I be able to just tighten the nut again and not have to drain everything and then replace the nut?

That broken cable will be the cause of your running problem.

Its one of the HT leads which gives the power/signal to the spark plugs.

You should get a set cheap enough in most motor factors.
