    Hi, I have a friend who doesn't speak good English.

    He currently lives in a private-rented accommodation and his landlord is a foreigner. According to revenue.ie, he should have deducted 20% of the net rent and paid to revenue which he didn't.

    Now he wants to claim a rent relief for the last 2 years but if he claims that now, he may be liable to pay the 20% of net rent he had been paying, which he doesn't want.

    His landlord may have an address to live here but is currently living abroad.

    What would be the best move so that my friend can get rent relief?

    Any advise on this will be much appreciated.
