Problems with ex landlady?

    It's a bit of a long one but basically, up until last year I was sharing a house with 2 other lads. We had terrible problems with the landlady, she somehow got herself elected as head of the residents committee (even though she doesn't live in the house and isn't from the village) and would come around unexpectedly and start cleaning around the outside of our house and send people around to wash the windows without giving us notice etc. She wasnt registered with the ptsb and even asked us to change the esb bill into her name so that she could pretend she was living there and claim some sort of grant :eek: She also didn't like our next door neighbours because they were from a disadvantaged area of the city and she waged a campaign against them, continuously telling them we had complained to her about them making noise which was totally untrue and caused us major hassle with the neighbours. Eventually, we moved out and when we did, we left the house spotless but she still refused to give us anything more than a third of our deposit back, saying she had to get professional cleaners and painters in after us (the place did need painting but that was normal wear and tear).

    Anyways, we moved out and myself and the other half managed to get a house in the same complex (different landlord). Yer one is still driving us insane though :mad: She keeps complaining about us having washing drying out on the balcony (our lease doesn't say that we can't) and she has ORDERED us to keep our bins at the back of the complex even though the bin men will only collect from the front and our landlord has said this is ok. Worst of all, she has now taken to driving in around the complex every few days and just staring up at the balconys to see if anyone is doing anything she doesn't like :mad: I spoke to her current tenants and they said that they're having similar problems with her and that she seems to be gunning for us in particular, constantly asking them do they want to complain us for anything :mad: We're quiet and keep to ourselves and it's none of her business either way!! And the one tenant in the complex who does cause massive problems gets away with it cos she's bosom buddies with yer one. We're seriously considering moving because of her. Personally, I don't even see how she's head of the residents committee when she doesn't live there. Ugh, rant over :pac:

    Unfortunately there will always be busy bodies like this woman, a lot of the time its not worth the hassle to do anything about them especially if you only rent in the complex. If you wanted you could;

    - Find out when the residents committee next meets and outline your complaints to all the committee. Use the term "bullying" regularly, as it is a very serious complaint and the committee will have to take it serious. People like this woman like to throw their weight around but confronting them normally shuts them up.

    Or

    - How long is it since you moved out of her apartment? She wasn't registered with the PRTB and if she was looking to pretend she lived there, you can bet she wasn't declaring her income from the apartment. If i was you i would registrar a complaint with the PRTB (you can also contact http://www.threshold.ie for advice) regarding your non refunded deposit.
    It wont help your current problem, but once you have registered a complaint, you can relax out on your balcony and wait for this lady to drive slowly by, give her a big wave and a smile:D.

    Life is too short to let people like her annoy your home-life.

    Tell her that you want your full deposit back or you will pass on all details to the revenue and PRTB. Try and get involved with the residence committee to vote someone else in.

    Is this a new development? It may be under the control of an Owner's Management Company and that may be what the "resident's committee" actually is..

    Most apt management associations ban putting washing out on balconies as it looks unsightly. Your lease will not mention every single Do and Don't as it would be the thickness of a phone book if it did. But there is probably a clause in the lease saying that you agree to abide by the management associations rules. It is up to you to find out what they are before you move in & if they don't suit you, find somewhere else with more flexible rules.

    Don't want get into the whole rightness or wrongness of putting washing out to dry. (It comes up a lot here) But if the rule is there, you should abide by it as it is the will of the owners of the development.

    Btw, when you say residents committee, do you mean the management association that is made up of the owners of apts, or just a loose collection of individual residents/owners? If it is the former, they do have legal authority to make and enforce rules. If it is the latter, they do not. Tell her to shag off.

    Open a case with the PRTB about the deposit money she kept. Not only will she probably end up losing the case, she will get a fine for not being registered with the PRTB. That might shut her up for a while!

    That's not really correct. It's a serious complaint within a company of another employee, or within a school, but in a committee situation it's nothing anyone has to take seriously.

    Absolutely bring the topic up at the next residents' meeting. If it's a management company, then as tenants you don't have to be invited (your landlord, as an owner, would be).

    Ask your (current) landlord for a copy of the house rules, if he hasn't already provided one. Tell him about the problems she causing, and ask him if she's on the Board of Directors, or has some other "official" role in the complex. If she doesn't, tell her to feck off. You can still tell her feck off if she is, but make sure you're sticking to all the complex house rules.

    i would also say you should lodge a PRTB complaint as "you should never throw stones when your in a glasshouse...."
