    RTE had no copy as it wasn't theirs to begin with.

    None in the IFI as there was no central archival location for such PIFs.

    State organisations like the Health Education Bureau shut down by 1987.

    Therefore you're relying on a private individual having an off-air VHS copy. Which seems to be the case here.

    This would not have happened in the UK. The vast majority of such material is properly archived with multiple DVD releases.
