Tell us exactly what you're trying to charge. From the word 'sync' I'm guessing an iPhone/iPod. Have you tried a different port/charger?

Could be the battery is dead and needs replacing, batteries do wear out over time

There is a third wire in the laptop lead which sends a signal to the laptop from the charger which identifies the charger to the laptop.

Without the signal, the laptop will run off the voltage of the charger but wont allow it to charge the battery.

In all probability this thin wire in the laptop lead is broken. You should try and borrow a charger to verify, but my money is on the charger and you will need a new one.
