Are there specific drop bars for a track bike, or what do people use in general? Also, what kind of stem would you put on a track bike - any different to a road bike?

it depends on the type of race, road bars are fine for scratch races but for sprint races you need track bars that are shaped for forearm clearance, steel or carbon for stiffness.31.8mm aluminium bars are fine, only the big guys would have problems with flex.
weight doesnt matter so mtb stems are great. you can flip them too for a different angle. they are stiffer too.

its really a matter of personal choice, most often you will use slightly narrower bars than used for road
