garage permission question

    hi all,hope you can help ,i have a few questions,hope iam in correct section
    i have just receieved planning for garage to side of house,neighbour put objection in but was not upheld ,no appeal was put in in the 4 week period to an bord pleanala does this mean their objection time is up and there is nothing more neighbour can do ,second question my driveway is cobblelocked and to left of drive garden is open plan with gravel i would like to extend cobblelock into garden, approx width and length of car, retaining about half of garden, does this require planning permission,many thanks in advance .
