    If the pads are removable then I would soak them for 10-15 minutes in say a 50/50 water bleach solution, let dry and repeat if necessary.

    If not removable then you could try using the same solution with a cloth but don't have it dripping wet and dab it on the pads and repeat as necessary.

    Afterwards drill some holes in the cabinet to allow ventilation:)

    If you're using bleach, make sure you rinse a few times afterwards as bleach is an irritant to human skin.

    Mild detergent is usually the only approved method of cleaning that type of kit. However when you've finished cleaning them, you might consider sloshing them around in a weak solution of a disenfectant like Savlon for hygiene purposes and then rinsing them thoroughly but I don't like the sound of a household bleach.

    And don't store them in a drawer or cabinet, leave them somewhere where there is some kind of air flow.
