Questions on rules of Golf

Surprised there isn't a sticky on this for people to post quick question in regards certain rules?

Anyways, two quick and probably very easy questions:
    1. Can you shoot out of a water hazard even if your ball is completly submerged, if you so wish?

    2. You take a horrible tee shot, ball travels about 20 yards or something, and it's definately not lost. Can you take another shot off the tee and count it as your third shot, if you so wish?

But the ball is definitely playable, you just want another shot at the driver because it's in the rough after travelling no distance at all?

The player is the sole judge as to whether his ball is unplayable.

The place to find out the rules of golf is the booklet or the Randa website, not a sticky.

and the answers are a)Yes, b)Yes.

I stand corrected. Misadvised due to an incident involving Mickelson a few years back where he drove into trouble, ball was found (against hs wishes) and he had to play it. Reason was that he had already hit a provo into perfect position and wudv had to have hit from the tee a 3rd time if he had declared it unplayable. Think he took a line of sight in the end

He went back to the tee IIRC

Interesting replies to this, I would have said no.

Your not eligible to request help from playing partners in single events

    Reads of putts
    Distances
    Club selection

So I would have assumed any device to aid yardage etc. would also be the same.
During a stipulated round, a player must not:
    a. give advice to anyone in the competition playing on the course other than his partner, or
    b. ask for advice from anyone other than his partner or either of their caddies.

Then right underneath it says that measuring devices are permitted.

TBH I'm very much against them in general for competition play, very much.

If I was playing a singles matchplay against someone with one in a GUI comp I'd have a chat with a ref about it. Your not allowed have caddies that don't qualify for the comp your playing in, so having a device to give you precise yardage shouldnt be allowed either : /

The data from a DMD would not be advice, it would be fact. I'm guessing that's the distinction.

    Similar distinction would be

    a) How far out am I? Advice
    b) Is that yellow stake 150 yds out? Fact

Is that advice though? You are asking for the facts on how far away you are.
    Advice would be "am I a 7 or a 6 away?"

And the answer would be an estimate rather than a fact. No?

How far you are from something is a fact, whether or not the other person knows that fact or not is irrelevant.

Apologies Greebo, I was taking the above quote as coming from R&A. Distances should not be included in this so.
