Becoming self employed while on Disability Allowance

Can anyone advise me on this:

I'm currently working with a client who is receiving Disability Allowance of €188 per week. This client has a learning difficulty and has been receiving DA for the past 10 years. He wants help to find employment, because he has just finished working on a CE Scheme. The place where he lives is pretty isolated and has a very high rate of unemployment. He has no transport and can only avail of public transport one day per week.

He has a good interest in farming and helped out a few local farmers when he was in school. he can operate machines and is reliable. I have approached 3 farmers that live close to him and all have agreed to give him some hours per week (between 10 and 12 hours). However, none will put him on payrole.

The ideal thing for me to do is to register him as self employed, get him to keep a record of any money that he earns, and help him to make the tax return at the end of the year. Can anyone tell me if this is the correct way to do it?

He has a medical card, so I presume that he is exempt from USC?

He will earn less that €120 per week so he will qualify under the DA+ scheme.

Can someone critique me on this? Am I doing things in my client's best interest by going about it the above way?

I have been directed by Dep of Social protection to an Disability Placement Officer, but this person has been on sick leave/holidays for the last 2 weeks and is not there today again either.

    Any information would be appreciated.
