    Is it a steam game?

No, there's an Amazon download platform unless stated otherwise.

It gives a retail key which you can use to activate the game on steam, same way Duke Nukem Forever did a while back (only know this as redditors are trading the keys)

Steam games are usually tagged "steamworks" if they work on steam.

How does it work if the billing address is a US one but your card is not linked to it?

Bought this, works on Steam. As said above, they give you the retail code, which you can then activate on steam (See https://support.steampowered.com/kb_article.php?ref=7480-WUSF-3601 for a list of games that Steam accepts keys for).

Doodee: I just added a US billing address to my Amazon account and made sure that was the address used in the purchase, and it worked fine with my Irish card.

Edit: Whoops it is indeed a steamworks game, removed my info about that

Not on this but for other games ive bought on amazon using the change address method, got charged exactly what amazon said, usually 3.50 to 4.50
