Simultaneous desktop/game in dual display setup?

    I did a new build there last month, and I have the video card (HD 6870) hooked up to 2 displays, an Asus VE228 via DVI and to a flat screen TV via HDMI. I've been experimenting with duplicating and extending the display and that all works fine but what I want to know is a catch all way of opening programs so that they open only in the second monitor (TV) and leave the primary screen unaffected? Some other forums say it can be achieved via the settings in some programs or a hack or moving the task bar to the 2nd display but is there a universal way that could work for everything?
