Mondeo non-runner

I've been offered a non-running 2.0 tddi 01 Mondeo for small, tempting money and I'm going to accept it.
The reason for it not running seems to be down to a failed fuel pump, but from what I've been told there is two of them; a lift pump and the main, chain driven injector pump.
When I went to look at the car, it seemed to have a new injection pump recently fitted. There was evidence that someone had been in there before me as there was tipp-ex marks and blue silicon smeared around the joints.

Since the injection pump looks relatively new, what are the chances that the cause is a faulty lift pump? When I went to view the car, I turned the ignition on and off and no buzzing sound came from the tank area? Should it have buzzed for a few seconds, like a petrol car does?

Turning the key further, the engine turned over on the starter and tried once or twice to fire but didn't. The engine turned smoothly and there were no unusual noises when it was cranking.

The seller mentioned that he had it scanned for fault codes after it broke down and something related to fuel delivery had logged on the system.

He's selling the car cheaply as a non-runner and doesn't care what the problem is. Either way, I'll buy it as it is too cheap to pass and will serve as a replacement for our recently written-off focus.

I'm just a little curious as to what may be wrong and if it's going to be a big job getting it going. :D
