Presumably you mean in a VW group car? There are reports of disappointing economy from the 1.6 and 2 litre common rails.

Straight answer? Here it is... it depends.
In a VW Passat, the 2 litre is just as efficient as the 1.6 litre, and often more so, if you tend to drive on a little. That's because the 1.6 is under more strain to haul that size of a car around.
Move to a Golf, and you'll probably see a slightly bigger saving in fuel consumption in the 1.6 versus the 2 litre.
The new CR 2 litre VAG engine in the new Passat is one of the best out there for fuel economy.
So to sum up, depends on the size of the car in question. Small car, small engine is better, big car, bigger engine is better.

i was more thinking of Audi (A3) & Vectra type.

Different engines really so it would depend on the particular car.

There is no fair comparision between a 1.6/1.9 TDi A3 and a 1.9 CDTi Vectra as both cars have different engines and don't weigh the same. You need to compare like with like.
