Learner Permit Query

I need some advice on what people make of this situation. I previously held a Learner Permit for Category W and I replaced it last month with a Learner Permit in the Category B. This is my first B Category LP and has the restriction code 991 on it. Could this have been a mistake? The RSA website states the following which may be open to interpretation.
Note: if you are granted a learner permit for vehicles in category A, A1, M, W, or B and have not held a learner permit in the five-year period prior to the granting of a permit in any of these categories you cannot sit a driving test within six months of your permit coming into force, although you may apply for a test within this period.

Could it be possible that I should be exempt from the 6 month test wait?

Does anybody believe that I should contact RSA/Local County Council to query this further?

You are still subject to the 6 month wait, as it is your first Category B learner permit.

Furthermore, you will be required to take part in the Essential Driver Training program, which involves a minimum of 12 hours compulsory driving lessons with a driving instructor.

991 is just a restriction code put on your LP to indicate that it is your first learner permit (in category B). If you get a second LP, it'll say 992, and a third or subsequent LP will say 993.
