Registration plates at NCT

I had been under the impresion that registration plates are required to have the county name in Irish, both front and rear.

I recently passed the NCT (also passed it two years ago) but only yesterday noticed that there's no county name on my plates.

    NCT website says the following:
For vehicles registered on or after 1 January 1991, letters and numbers must be black set against a white background of reflex reflective material. The flag of the European Communities, the Nationality Symbol, IRL, and the Irish language name of the City/County of registration to be shown. No other marks may appear on the plate.

Have I been extremely lucky twice, or is this something that is no longer enforced?

You've been lucky that they didn't notice.

Really, twice? Bizarre, he even noticed that one of the bulbs (there are two) above the registration plate was dead, noted it, pass/ advisory on that basis.

Number plate lighting is quite important thing, and I'd be very surpriced if he missed that.

Lucky indeed, it's illegal not to have the name in Irish, although you would be hard pressed to find a Garda that would pull you on it:

Weird one, plates were put on the car by a main dealer (Kearys BMW in Cork) so you'd expect they'd know better.

They can have a requirements list as long as your arm within a heading but it's the failure list that you need to look at. In the case of the registration plate, it's a little bit vague. One of the failure items (in bold below) refers to 'missing' items which could cover the absence of the city or county but I guess in some cases the tester might consider that it only refers to the actual registration number....
    1. One or both plates missing, insecure or not clearly visible.
    2. Numbers or letters missing or illegible or incorrect size
    3. Numbers, letter or background of incorrect colour
    4. Marks, other than those prescribed, on the plate within the boundary shown in the diagram.

Does't make sense that I'd pass with it twice then.

I have had them insist on euro plates on a 1990 car in the past. It took throwing a copy of their own procedures at them to get them to back down.
