Can I get a 3rd Learner's Permit without sitting the theory test?

    Hi,

    My Learner's permit has expired since July 2010 (it was my 2nd - my 1st was a Provisional licence). Can I get a 3rd Learner's Permit without sitting the theory test again? And if so, what is the procedure? Also, I am currently out of the country (working hol visa), I am returning home for a visit for a few weeks and want to be able to drive. So can I have someone go in with the documentation for me, or do I need to do it in person, and if I do - how long does it take to issue the permit - will they give it to you there and then in the tax office?
    I have been told a couple of different things, like, I need to resit a theory test because I let the permit expire, or that I need to apply for an actual driving test first? I have been told so many different things so I just need to know exactly what the right procedure is, I couldn't find too much info on the citizen's advice site, they provide info for first time applicants, etc.

    You can renew your learner permit for the 3rd time as long as you have proof that you've sat and failed a driving test or you have applied for one. A confirmation letter from the RSA is all you need plus 2 photos, your old permit and an application form.

    If you do not renew your LP in the next 3 years then you'll have to resit the theory test and the mandatory 12 lessons will apply to you.
