Are fog light necessary for an NCT? How to fit new fog light bulbs on a 00 micra?

Rear fogs are a legal requirement, fronts aren't (belive it or not).

    Wrong.
How do many Jap imports get an NCT with out any problem then?

As far as I know if the car is fitted from factory with a rear fog light it most work. But if none are installed then that's no problem.
Most cars from Europe will have a rear fog lamp, some cars form other parts of the world may not have any and this is fine.

If the front fogs are fitted then they have to be working i think.
