IPOD/ITUNES - transfer library from old PC

I'm putting my PC into storage for a while and will continue to use just a laptop. The PC contains my ITUNES library. I have all files saved on to an external hard drive.
How do I continue to save CD's and downloads to ITUNES and my IPOD? Can I do this without transferring the ITUNES library to the laptop i.e. just attach the external hard drive to the laptop now? Do I have to download ITUES to the laptop? I don't want to have to store my music files on the laptop if possible as this will probably slow down the laptop.

How do I does this? Thanks.
