Best ICS budget android tablet?

    What budget android tablet do you recommend to buy that will meet the following specs:

    10" display
    Runs Ice Cream Sandwich
    Can connect external USB hard drive to it

    It will mainly be used for general browsing with nothing too demanding. Would love to buy the Prime but can't justify it so looking to buy the best budget tablet, all recommendations appreciated.
