Rads really slow to heat up

Problem with my heating for the best part of the last year. Old enough gas boiler (Potterton Prima - I'd say heading for 15 years) which is working fine and serviced annually. Standard 3-bed with 9 rads in the system.

My radiators are taking a good two hours to get warm, and even then that's all they get - warm. They used to heat up much quicker and would get really quite hot. The boiler is not cycling on and off - rather it stays on, which apparently means it's unlikely the pump is gone/there's a blockage as the boiler would shut off once it got up to temp. I've been told it could be the heat exchanger - that maybe it's clogged with gunk.

Before I consider replacing the heat exchanger (which of course depends on parts still being available for that boiler) or worse having to get a new boiler, do you reckon I'd be worthwhile power flushing the system to see if that works? Have been told flushing is hit and miss if it's the heat exchanger that's gummed up.
