Is it possible to find a sponsor (a publisher or any other institution) for writing, based on an idea (i.e. before having a finished book)?
I mean - is there any kind of funding research expenses for making a nonfictional/documentary work?

If so, is it only reserved for established authors and scholars, or can pure mortals also get a slice of the cake somehow?

Based on an idea no, you would need a fairly fleshed out proposal and even then it would need to be top drawer to get an advance. Established authors who have a track record of writing can of course get advances based on idea's but they have the proof of work behind them.

I've never heard of anything like that. You're essentially asking for a job where you get paid before you do any work.

    Actually not.
I was thinking about some kind of funding for research, with a contract and obligation to finish and publish a book, what is different than salary.

Something like this (for making documentary films):
