My Corrolla passes the NCT every year, however my dipped head lights are atrocious, i would say dangerous.
    What are my options?

Get some upgeaded bulbs, have Osram Nightbreakers in my Avensis which madce a huge difference without having to go down the road of 100w bulbs which I wouldn't risk.
