Security Companies Abusing System

I know of two companies in the city centre that hire guys to work and let them go at the end of their 6 month probationary period. The reason they do this is because there is less risk in having guys on probationary contracts as opposed to full time employees in case there is a sudden downturn in their business. After they let go the guys on probationary contracts they hire new guys. What they are doing isnt illegal but what they are doing is blatanly abusing the system.
This is shocking behaviour and i can't see how they can get away with it. Can they be liable for anything?

Security industry has always had a poor name regarding how it treats workers , to my knowledge however they are free to act in this manner - if challenged they will simply say the probationary employee was not working out or somehow failed to come up to scratch.
