Adverts rules and breaches

I've been using adverts for a while and over the last number of months have had a number of items I thought I'd won, being sold to another bidder, having either a) had my bid accepted or b) having bid the asking.

I'm wondering if this is type of behavior is becoming more of the norm and if the sanctions for breach of rule are sufficient to stop sellers from pulling these stunts.

If the site is seen to allow these types of actions to go unpunished then I've no doubt that people will go elsewhere to do business, which would be a pity.
