Can somebody clarify what happens when somebody with a prospecting licence makes a find, I know its a slightly tricky question with the state owning sometimes, land owners other times.
How much is a prospecting licence?
And in general tell me more about prospecting and any info on it.
    Thanks in advance!

Have a look here at the gov website that gives an explaination and should tell you most of what you want to know. Don't be afraid to ring them for a definitive answer to your further questions.

Ask them about gold panning if you do call them, I was listening to Radio Canada and they were saying gold panning on the beaches of NewFoundland was fairly popular last year with the locals and tourists.

Wouldn't mind trying something like that myself, just to see if it would work even!

If the holder of a PL finds something which they believe to be economically mineable, they must then apply for a mining licence or mining permit, depending on who owns the mineral rights. They will also require planning permission.

Royalties have to be paid to the owner of the mineral rights (usually the state, but in some cases there are individuals involved). This is a matter for negotiation.

It costs less than €200 to apply for a licence. When you apply, you have to give an outline of what works you intend to carry out. Licences are subject to expenditure commitments, which must be reported on every two years.

I think you have to pay some sort of fee once a licence has been granted. I'm not sure how much that is.
