I'm looking at cars over the weekend which are private sales but I assume that they may be uninsured and not displaying a valid insurance disc or tax disc, I've checked my policy document and it states that in addition to my car being covered that it also covers...

"Any motor vehicle driven by the insured, provided such vehicle does not belong to him/her and is not hired to him/her under a hire purchase agreement or under a contract of lease hire or contract hire".

Provided the cars I am looking at are taxed and NCT'd and I bring my certificate of insurance with my I assume there will be no problem with the Gardaí in not having an insurance disc for the car when taking it for a test drive? Who is liable for tax if I am stopped if tax is out?

The current owner of the car is responsible for having a road tax. If you have your own insurance policy with you while on the test drive there is a good chance to have no problem if you are stopped on a check point.

If I'm not mistaken it's actually the drivers responsibility
