    Quick question, Do the gardai have to arrest people before they take fingerprints?

    Only suspects who refuse to provide them voluntarily.

    If you refuse to give fingerprints they have to arrest you to take your fingerprints afaik.

    The majority of fingerprints taken are voluntary.

    In relation to say 10-15 people, they know 3 or 4 people out of them did something and they refuse to give fingerprints. Are they then allowed to arrest all of those people or would there have to be more evidence available in order to do that?

    The Garda would need reasonable suspicion. That would depend on the facts of the case.

    If you voluntary agree to be finger printed. What happens to the prints afterwards, are the databased?

    Yes. They are subject to the data protection rules.
