    The monthly and annual tickets shouldn't be increased, so as to encourage people to buy them over single tickets. Guaranteed income for the operator, and discounts for the customer. Win-win. Push up prices of single tickets if necessary.

    The already did that. Real problem is that monthly and yearly ticket prices aren't controlled by government as single ticket prices are. Operator is free to increase as they see fit. In fact they already offer good discount for frequent travelers.
