Camping (mobile home) in Southern France. You couldn't beat it with a stick. Especially with a toddler.

When our young man was 2 we hired a gite in France near Normandy and had a ball. September is a really nice time weather wise but its fairly quiet as all the kids are back in school and some kid type attractions had closed then too. You could also do agri tourismo in Tuscany self catering apartments on farm/vinyard type places - great for the kids and probably the food too as kids seem to love pasta, pizza etc!

will second the recommendation of mobile home rental in south of France. we've been going with my 3 children now for 6 years and its fantastic for children and adults alike. a great break away

On the west coast Bonne Anse Plage or Les Charmettes in la palmyre are great. In the south la carabasse near beziers also very good. Siblu.ie cover all of these.

The two breaks we took with our one year old were
    (i) a week in Yorkshire.....don't laugh, we had a fantastic time.
(ii) flight to Faro and then rent a car, book a holiday home in the Algarve. We stayed in Castro Marim near the Spanish border, close to the beach, access to Seville as a day trip. August would be too hot for little guy though. Bear in mind you dont want to spend the whole holiday with himself under an umbrella to keep the sun off.

Both were very good. A lot more to see & do in Yorkshire, and arguably better food, but obviously sun not guaranteed.
